Rooney is among six first-team stars who have not made the trip to the Netherlands with Antonio Valencia, Luke Shaw, Jesse Lingard, Henrikh Mkhitaryan and Phil Jones all also remaining in Manchester.
Mkhitaryan and Jones both missed out on training at United’s Carrington training base on Wednesday although Mourinho hinted the Armenian and Lingard would be dropped after their poor performances in the Manchester derby on the weekend.
The United boss said after the derby defeat: “The performances are the ones that are the deciding factor.
“How can I decide bad performances? Bad performances are the only way that I can decide. So if you are asking me 'are they going to play against Feyenoord?' No. No.
“And is it to punish? No, it's not to punish, it is just to decide in relation to what I have, and what do I have with their performances. So, of course, I'm going to play other players.”
Shaw, Valencia and Rooney have all started every one of United’s five games this season and are due a rest, meaning Shaw misses a return to the country where he broke his leg 12 months ago.
The absentees ensure there will be at least five changes for the game from the side that started against City at Old Trafford on Saturday.
Matteo Darmian, Marcos Rojo, Timothy Fosu-Mensah, Michael Carrick and Memphis Depay have all travelled and could all start as Mourinho looks to rotate his squad ahead of Sunday’s trip to Vicarage Road to face Watford
